Occasionally, the steering can appear as locked if you stop the car with pressure on the steering gears (usually, wheels are turned, even slightly, and car may be on an incline). Try turning the key to the ON position and rocking the car slightly while applying pressure on the steering wheel by turning first in the direction the wheels are turned and then back the other way. This usually takes enough pressure off the mechanism and allows the steering wheel to once again turn freely.
