This is a new starter, doing same as previous.  Previous starter - we jumped
between positive and negative got spin but no engagement with flywheel.  
Plenty of battery.  Any ideas, like a switch or sensor somewhere?

U need 12 volts to solenoid small screw, there's a big screw that makes it spin and voltage on the small screw makes it engage

Block to frame & battery to frame grounds. Terminal Wires.

Like comment above suggested, check grounds, and a voltage drop test will check that starter is getting full voltage and not losing anything to bad/loose wires/terminals.

Thanks everyone. As I was checking the terminals and grounds and the rest of the wiring, I found a bad connection to the solenoid.
