96 oldsmobile aurora break lights

Whenthe running lights are on (all lights work when
running in park )the rear right break light becomes
so dim you cant see it. And right blinker does not
come on and the flasher arrow becomes dim and
remains on i checked bulbs they work. Could this
be a issue with the circut not grounding properly?
