can some one help me fix my car?

It loses power when i'm driving and the RPM's fluctuate...I need to change the air filter I know this, but I need to know what else could be causing this. I also noticed it was smoking a little at the tailpipes.

1996 was the first year of OBDII, so this one sounds like it needs a scan. What color is the smoke? Black= gas, unburnt fuel. White/blueish= oil. Pull the dipstick and make sure the oil is clean, hopefully it is not light brown, like a chocolate shake, and have a look at the coolant. a GOOD look, as in drawing a little but out, in to a clear glass jar so you can really see it and again, hopefully there will be no oil in it. What I am getting at is head gasket. Do a compression check too.
