I Have A 1996 Ford Mustang,The Turn Signals Are Not Working At All.The Hazard Lights Do Not Work Either.I Need Help In Troubleshooting My Turn Signals,Not Working.

Did you check those two fuses? As you see one fuse is hot all the time, that should be for hazzard. The other one goes hot with key on, that should be for turn signals. Not only check fuses, use a test light and check voltage on fuse circuit. There could be a problem with electronic flasher? Then there is the multifunction switch. Sometimes with multifunction switch, I can use jumper wire on correct wire colors and bypass the multifunction switch and make them turn signals dance, front--rear--right or left. There may be be a multiwire connector under the dash, where a wiring harness goes into steering column, you might be able to use jumper there on proper wire colors. If it works the problem is either the wiring in steering column or multifunction switch. If it still doesn't work, problem is somewhere else. Voltage and grounds my friend. I can only help with testing.
