Ok, your previous concern explains this concern. The actuator that is part of the ignition lock cylinder linkage. I've dealt with many and would like to recommend that you change the collar along with the actuator. Years of aluminum and pot-metal parts rubbing together wears them both out. The fastest repair would be to simply replace the steering column with one from a dismantler but you may end up with the same concern. If you decide to replace it yourself the job is tedious and time consuming for a rookie. Gears have to be timed and the steering wheel, Ignition Lock Cylinder and turn signal switch has to come out.
You are looking at $2-$400 depending on where you take it. Cheaper to buy a used steering column but it may do it eventually.
