Turn Signals and Hazard lights don't work when headlights are turned on

Recently I had a couple of fuses go out on my 96 nissan Pickup after replacing everything I found that my turn signals and hazard lights don't work when I have the headlights on.  As soon as I turn off the headlights they work just fine.  I think it has something to do with the tail lights as one of the fuses that was out was for the tail lights and when it was out the turn signals would work while the head lights were on.  I've changed out all the burnt fuses and replaced the tail light bulbs and cleaned the sockets.

Turns out it was an after market U-Haul trailer light converter causing the issue. I just disconnected the device and now everything works fine. Of course that was after checking and cleaning all the ground screws etc.
