What is this hose? How will the hose exposure in winter conditions effect it?

Hose exposed on right front quarter of driver's side where fender rusted and
no longer present.  The hose, approximately 2> in diameter, is exposed.

97 SE, one owner with only !12k miles on it - MN vehicle. I'm on the buyer's side. This rust with exposure is lingering deal-breaker. Logical advice to follow hose and also patch. Thank you.
