1999 Nissan Maxima SE cranks but won't start

Question type: Maintenance & Repair

A rod blew in my engine in May.  Hired a mechanic to replace engine with a
1998 verision same make and model.  Car now cranks but won't start.  New
battery, new fluids, new fuel filter, PCM replaced 1 year ago.

I understand that locksmiths can do this, is that correct? If I take it to dealership they want $475

UPDATE: So when adding starting fluid it starts. So now I need ideas of further troubleshooting.
