My car wont shift out of park.

My car wont shift out of park. I have a 97 thunderbird which would only
switch out of park if the brake peddle was pressed very lightly. The brake
lights only came on when the peddle was pressed lightly. I tried replacing the
brake light switch but now it won't shift at all. I'm guessing its probably
electrical and involves the brakes, but I'm not sure how to narrow down to
the specific component.  
Already checked fuses. Brake fluid is probably old but the level is fine.
Any ideas?

sounds like the shift interlock switch failed.
