Passenger Headlight will not turn on either ion low or hi beam. Reading 2.6Vdc at the connector when both low and Hi beam turned on compared to the 12Vdc on the functioning light.

Bulb and fuse are good.  Getting some small level of voltage at the socket
that plugs into the lamp.

Reading low voltage (2.6Vdc when lights turned on compared to normal 12V) directly at the socket. The bulb functions fine in the driver side socket.
