clutch pedal wont return, not master cylinder, or slave cylinder

I have this problem too. I looked under my dash and saw that the bracket is worn where the spring is mounted. The bushings have broken and the spring has worn the holes enough that the spring isn't in the correct position. I can push on the spring and the pedal returns easily. Looks like a new bracket maybe.
