cannot start

no elect. new battery and starter no lights inside or out will not turn over

Check the main fuses in your electrical box in the engine compartment. If no power, this would be a good place to start.

Check the integrity of your fusible links. Located on my '96 coming off the positive battery terminal. These are basically high current fuses so if they are blown it could indicate a serious malfunction downstream in the system ( or it could be rodents, mechanical abrasion or just plain old age ). In any case always be careful when dealing with battery current
