2003 Xterra valve cover bolt installation

Hey Guys-
I'm getting ready to replace the valve cover gaskets on my 2003 Xterra...the bolts (fasteners) have a rubber grommet on one side and a metal washer on the other side. Do the fasteners get installed with the metal side up or down against the valve cover. If installed with the rubber side up, the bolt head sinks into the rubber washer and is hard to torque down correctly. It seems to me that the metal side should be "up" against the bolt head to be correct...any suggestions from your experience?

Hello- Thanks for your response....my question has to do with the fasteners.....I've replaced many valve cover gaskets..I'm just not familiar with these particular fasteners...Rubber and metal. Thanks
