why are wipers on as soon as battery is on even w/switch is removed

alt. burned out melting wires on alt. replaced wiring and alt. starts and runs,but wipers cannot be turned off even with switch on column removed

I had to replace the main fuse/relay box and found out that this car was mfg. 11/02. the only box that would work with no problems at all was one that was from a 2002-2003. found one and everything worked perfect.Thanks
