My 2004 Nissan Sentra 1.8 has odd acceleration power

It is slow to accelerate. Seems like there is no power, around 20 and 30 MPH it is high RPMs. 40 MPH it seems normal. I haven't been able to get it to 65 MPH on the highway. This started while I was drive to Reno from Salt Lake just after Christmas and I think I put E85 instead of 87. Then I just couldn't get it over 65 MPH. tried topping off the oil might have over filled (it was shooting out whitish blue smoke for a few minutes before I drained the oil) it but drained it and refilled as soon as possible. Drove it around and kept filling up the gas when I could but nothing seems to work. I also found the tension pulley for the serpentine belt was about to fall off last week.

I'd start with a throttle body cleaning and going from there
