The steering on 2004 Altima is difficult to turn either right or left for 90 degrees or more with no noise. Can it be something other than the power steering rack?

I have a 2004 Nissan Altima with 177K.  The steering has been stiff turning
either right or left more at 90 degrees or more with no noise and doesn't seem
weather related. Problem comes and goes. Mechanic thinks it may be the
rack, but I wonder if it could be a simpler fix.  Mechanic also said pump is
working.  Also there doesn't seem to be an obvious leak of fluid.

Mechanic pulled boot off the rack and did find fluid there, but I haven't seen any leak under the car or a change in the steering fluid level. Could it be the lower steering shaft?
