Are you really in such a bad area that somebody would want to steal a 21 year old car? No offense, but I know if no such device. More cars are stolen by towing these days than starting and driving away.... it would not matter anyway. With all the anti-theft devices on new cars the creeps just stay one step ahead. Insure it.

these cars actually get stolen quite a bit,, and no you cant do it the way your thinking Andyla,,, just get a nice alarm system with an immobilizer.. best way to do what your thinking would be to wire in a switch into the ignition switch under the dash
