My 97 expedition has loss of power when I get up to 40 mph it stalls out and won't let me go over so I floor the gas pedal and it only goes to 3000 Rpm and no higher also is ideling bad

Could be a few things. Try giving it a general tuneup (change oil, air filter, fuel filter, spark plugs) all around 70$. If that fails then would suggest an alternator. All these are fairly easy to do; check YouTube for guidance.

Check the catalytic converters for excessive back pressure. A muffler shop can do this for you.
