If batter is dry do i need a new one

Most likely, try adding water and put on a charger but don't stand over it looking down at it.

If you add water, make certain it is distilled water. The minerals in tap water are not good for batteries.

Better than that, go to your auto parts store and buy a small container of battery acid. very cheap... $3 - $4 usually. Top up the battery with this. I saved a 11 year old battery just doing this.

In addition, if the cell is completely dry you need a new battery. Also if it is 5 years old or older you should replace it.
