Question type: Maintenance & Repair

My mitsubishi lancer oz rally wont fully start up 
when i try to start it. Like it wants to start but it 
wont catch or turn over and i know its not the 
battery cuz i just put a new one in just in case.

And i have another question or problem. My car is 
an automatic and it get stuck in 3rd gear 
sometimes or it will take long to shift up 
sometimes.
