2003 mitisubishi galant if the timing belt broke and
its a self management system can I just put a belt
on as it sits or do I have to re-time the engine?

You absolutely must install the belt with the crank/cams in the correct position.

and it might have a bunch of bent valves it the belt broke while the engine was running.
