My 02 cougar heat and air only work on high.And ideas why?

this is most often caused by the blower motor. its common on fords. the copper gets worn out and has more resistance making the motor only work at high power when there is enough electrical current to overpower the resistance. my car does the same thing it started out by low speed not working then medium not working.

Blower resister. Usually found under the hood on the passenger side. controls low and medium on your switch. hope that helps,..
