2003 Mercury Sable Makes chirping noise and air conditioner will only work on high speed what is wrong with it?

Check tension on serpentine belt. May need a new tensioner http://www.2carpros.com/diagrams/mercury/sable/2003

Probably the belt if the "chirping" is under the hood, if it is inside the car, could be the fan motor bearing going, or a partial clog in the system in one of the tubes. As to only working on high speed, do you mean the A/C cooling capacity or the fan speed? If the fan, probably the switch burning out, or possibly a resistor type gadget under the dash if they have them on Fords. I am not sure if they have them or not, but they are on all chrysler vehicles and they are notorious for burning out. Have you ever had the system evacuated, suctioned out, flushed and refilled?
