Car won't start after repair

The belt on my car broke and was
replaced.  Car still won't start but will
only turn over.

It was running fine, I don't think the belt had ever been replaced. Somebody said it might be the fuel filter. If that's the case, xxcc why wasn't I having problems starting it before?

It was running fine. Recently replaced the battery. Someone said maybe the fuel filter. If that's the case then wouldn't I have already had problems starting it?
