Does any one know where our friends in detroit know where they hid the fuel
pump relay on a 1998 ford escort SE wagon?

Try looking underneath the intake housing attached to the base of the right strut tower.

Fuel pump relays are typically located in the power distribution box under the hood or mounted on the Drivers side fender wall. The Fuel pump relay, AC relay and Starter Relay are all the same type and interchangeable so you can change them out between each other, like move the AC relay to the Fuel pump relay position and see if that resolves the problem.
