1998 lincoln navigator rear air suspension

My 1998 lincoln will not rise from the rear. The
compressor turns on and runs but the back stays
down.
What can i do??

I have a 2008 lincoln navigator. This summer i backed way down a boat ramp and had the back in under water for about five while it was running. About amonth later i started getting false readings from the computer and my back passenger air bag will go down over night and when i start it up the compressor comes on and airs it up but now that it is cold out the airshock will not air back up. Any suggestions
