These are fuses for instrument cluster. Not only check the fuses, use a test lite and check voltage on fuse circuits. As you can see some fuses are hot all the time, some go hot with on, check both ways. Also check the instrument cluster ground wire, it is black. If good voltage and ground everywhere, what else could it be? I didn't think to look at power locks?

I have tested every fuse in car and all are good. The power windows do not work as well as the turn signals, power locks and moon roof. Redid all the battery connections as well. Windows and dooors and moonroof work when I use key to unlock/lock doors. Radio and few other things work and car starts and runs fine. I am at a loss
