Is the car resting on an incline? If the weight of the car is resting against the parking pawl it can be hard to shift. Have someone push or rock the car in the opposite direction of the lean to get some weight off the pawl, then apply the brakes and try to shift into gear. Best if the helper pushes from the side than from the front or back, for obvious reasons.
