can i sell a car in CAlifornia without a working seatbelt

I would like to sell my 2001 kia as a private seller and I live in California.....one of the cars
front seat belts does not work is it leagal for me to sell it so long as I disclose that
information to the buyer?

I'm pretty sure it isn't legal to sell it to a private party without working seat belts. From my understanding of CA vehicle laws it's only O.K. to sell it to dealers, dismantlers and junkyards/junk dealers.
