1999 Taurus won't start

My friend has a 1999  Ford Taurus. I won't start. We replaced the starter cause at first
all it would do is click when she tried to start it and the positive cable was getting hot.
Then it sat so long the battery was bad we replaced it. Now all the lights come on and
it dings when you open the door but when you turn the key the lights and the ding shut
off. There is nothing when turning the key. Any suggestions. I am wondering if this
could be a fuse and which one would cause it to do that.
