A/C heater problems

I just bought a 99 Ford Ranger ex cab 2.3L 5 speed
and I'm not to familiar with the rangers. Anyways
my heater is staying stuck on even with the knob on
outside air, norm ac, and max. The pulley is turning
the compresser and its clicking on when I change to
norm and max ac and I can feel the ac lines they
are ice cold but I can't get any cold air to come out
of the vents. What could this be ? The previous
owner said it changes every once in a while and will
get stuck on A/C and won't change to hot. Right
now it's stuck on hot. He suggested a relay in the
fuse box but I dont really think it's that... Any ideas
?
