THE PROBLEM , AS I THOUGHT , MUST BE IN THE RUBBER , CHANGED TIRES , STILL HAVE THE SAME PROBLEM . WHAT CONTROLS THE TIRE , TO MINIMIZE BOUNCING ??

Sounds like a shock absorber problem. The shocks dampen the spring action in the suspension, you can check this by pushing down (hard) on the bumper several times near the problem wheel, and see if the vehicle continues to bounce up and down after you stop. If so than I could almost guarantee that it is a problem with your shocks.
