after driving the vehicle for at least 30 minutes, when I shut it off, it won't restart
for at least 15 minutes

Next time that happens try cracking open your gas cap, if it makes a loud sucking noise your gas tank may have a venting problem. A checkup of the EVAP system may indicate any such problems. (You could also try replacing the gas cap.)
