I believe you are having a fuel delivery issue..you will need to check the pressure at the rail...

The problem goes away when I turn the car off and then turn it back on

Try cleaning the throttle body with a good throttle body cleaner..

Is it the V6? If so have you ever had the EGR passage way repair/modification service done to it? The passage clogs up due to an undersized passage and must be drilled out larger and a stell sleeve placed in the intake under the EGR valve.
