The mechanic or technician must have a template in order to properly align the starter ignition switch to engage and "spark" and ignite the starter at the START POSITION LABEL, ie, past ACC OFF ON START. These are precise vertical & horizontal measurements --- or lines from a center -- hence the template. Any locksmith or better a car mechanic can make such an adjustment in under 5 mins. BUT you don't indicate whether you replaced and reinstalled all the parts you mentioned. Whatever the case, since this is central to the key starting the car at a specific position, you may want to visit a mechanic. Hope this is useful and correct info.
