Blinkers work properly, hazards not functioning

I replaced the bulbs, fuses, flashers, and hazards unit in the steering column,
but the hazards still will not turn on.  Blinkers work fine.  Some people say that
there is a different relay / fuse for hazards but I cannot physically find one.  Any
help is much appreciated.

The info, 2000 jeep Cherokee. You can see fuses at top, the one on the right should be for hazard, hot all the time. Hopefully the underhood fuse box cover has a legend on it that tells you which fuse is which? In the diagram, you can see wire color from hazard flasher to multifunction switch. You can check that wire for voltage with hazard activated. If you use a test light, the lamp will probably flash like lamp.
