Cold engine shuts down when starting

I recently (August) purchased a 2004 Jeep Liberty and this is my first winter with the car.  
When starting cold engine in morning the engine starts and runs for a few seconds then
shuts down, electric system stays on.  After letting the car sit for a while (say few
minutes) then try to start again and most times it starts.  This does not happen every
time, more so the colder it is.

It will not start even after it sits for a while. It's still to cold and I don't know what to do. There's no smoke and it won't stay on while the gas is being stepped on.
