Can the 4wheel drive be completely removed from a 1999 ford explorer and still be driven safley

To completely remove it you would have to remove the front axle and the transfer case and then install a 2WD front axle and transmission. That would be a big, expensive job with no benefits other than a slight increase in gas mileage.
