1999 Ford Explorer 4 wheel drive problem

Whenever I switch my vehicle into 4x4, either in high or low setting i hear it switch into it and the light in my dash cuts on to show it but for some reason it still acts like it's in 2 wheel drive and only my back tires spin not wanting to have all 4 tires go at once. Also my abs light cuts on too when I do it. Was asking if anyone knows what this means. Thanks.
