Breaks or Front Lower Control Arm

Every time I push the breaks my car feels like it is
jerking back and forward while it is stopping and
theirs a hard rubbing sound like my break pads are
trying to stick to my break plates? What could it
be?

Sounds like one of the cv joint boots has busted and grease has gotten onto the rotor or rotors.
