Overheating while hauling trailer v.s. normal driving is fine

Hello, I have a 1999 Ford Expedition that I had the cooling system flushed less than a year and has never over heated before or after the service although the water has always been very rusty in color.
This last weekend I bought a travel trailer and used the Ford to haul it and it was managing the load fine till I got on a steady (not too steep) grade then the needle went to full on hot and I barely made it into the rest stop. the hoses looked fine and aside from hot water bubbling out of the bottle all appeared to be intact. I unhooked the trailer and was able to drive it home about another hour away without any re-occurence of it over heating since.
Could this mean the radiator and thermostat needs replacing?

If the rust color does not flush out then it could be the radiator , just make sure the fans are coming on when it gets hot .
