No, not all cars have timing belts, some have timing chains, but all the vehicles that have timing belts they will need to be replaced at the mileage listed the each vehicles owners manual.
All timing belts wear out, so any car's engine that uses a belt rather than a chain, needs to have the belt replaced at some time. The owners manual tells you when that is, and manufacturers are pretty good at predicting when their belts are going to have problems. So replace the belt at their intervals, otherwise if you have an engine problem where a manufacturer might cover it, untimely belt replacement could negate that.
