I was stowing the 3rd row in a 2017 Chrysler Pacifica Limited when it got
stuck on a weather tech flooriner.  Can’t move it at all.  Must be someway to
move the seat without power.

Did it lose power or is it just stuck? If it lost power check fuse or relay is good. May be get a pry bar to help nudge the seat along while powering it forward or backward. There are ways to jumper power to a seat motor as well, it would help to have a spare car battery to do that, check online for how-to's. Some cars come with "winders" a tool that can be inserted into the seats motor to spin it and move the seat, check your owner's manual on that one.

try to take the liner out. The seat senses obstructions and stops. You might be able to get the liner pulled out to get it to work again
