with the new starter, does the engine turn over when you turn the key to crank or does the engine still not turn over with the new starter ?

remove the gas cap and have someone listen there when you turn the key to the on position. if the pump is good you should be able to hear it there, even if only momentarily. if you can hear the pump, you need to check for fire at the spark plugs.
