1989 chevy c1500 tbi

Have a 1989 chevy C1500 v8 350. Will
start in the morning or after setting 4 hrs or
so. After starting, surges and runs rough
for approx 15 min. After warming up, will
run pretty good until it's shut off. For
instance, if I shut it off to get gas or
anything, it is very tough to start. Usually
requires starting fluid and still will run
rough. So I leave it running everywhere
until I'm where I need to go. Replaced
EGR. Fuel pump, harmonic balancer,
distributor, starter, all replaced by a local
mechanic. I have done plugs and wires.
What else is possible?

Check fuel filters , and fuel sensors, for fuel, also harmonic balancer, has nothing to do w this problem .
