Brake or transmission

My 95 Chevy 1500 4x4 when put in drive rolls but
it’s not rolling much when put in low four it rolls
probably be more power. So I don’t know if it’s the
brakes or transmission. When I press emergency
brake it has now pressure it just easily goes down.
And my cable is hanging. But truck still rolls so idk
