2000 infinti I30 NO POWER STEERING

My 2000 I30 has no power steering at low speeds or trying to park.It has a brand new rack and pinion installed.I'm thinking pump I picked the car up for free and its mint.

pump or very loose belt but that would make a lot of squeeling noise (belt) check oil level as well,could have gone down after air escaped
