why steering wheel will not unlock?

Steering wheel locked, key will not turn switch,but will lock and unlock doors.

Try this: put key in the ignition switch, grab the wheel and try to turn it. Even though it's locked it should move slightly in one direction. Hold it in the new position and turn the key, it should start and unlock the wheel.
