My brake pedal goes down about half way before it car stops. I've had it checked and the brake shops tell me there is nothing wrong with the brakes. What could it be?

May need bleeding,or new brake,s installed,or master cylinder,and one more thing,you know how your brake,s on your car suppose to be,no one else can,if you fell there not right,go have them checked by another shop.

I have had them checked by 2 brake shops. They tell me it's not the master cylinder because they don't go all the way down. They have been like this for 2 years since we have owned the car. I know I have to start braking early but they scare my husband.
